This photo is of a federal revenue bureau office, circa 1920, and probably about March 15 of the year. People are barreling in to file their income taxes, while employees help out and have paper strewn all over the floor. Nearly all the filers are women, reflecting the convention of the time for wives to handle household finances—and indicating that the income tax put a new burden on women’s work at home.
